This proposal outlines an observational visit program for 12–15 Local Government Leaders\, including Mayors\, Deputy Mayors\, Rural Municipality Chairperson and Ward Members\, to the United States of America (USA). Through exposure to established US city administrations and best practices in municipal governance\, the program aims to equip Nepali local government leaders with the tools and knowledge necessary to strengthen local governance in Nepal. By fostering a culture of learning and collaboration\, this initiative has the potential to significantly improve the lives of Nepali citizens. \nBACKGROUND \nNepal’s federal system is in its nascent stages compared to the US’s long-standing and well-established model. The 2015 Constitution has bestowed significant powers and responsibilities upon local governments in Nepal\, making them more popular and directly accountable to the people. However\, this newfound autonomy presents challenges in terms of effective service delivery and efficient resource management. DESCRIPTION:The Credit Analysis Training (CAT) Program covers the most critical knowledge and skills needed for any credit analyst. The program is focused on preparing participants to get into the role of credit analyst and be world-class financial analysts. The nine days program will offer guidelines to assess credit and prepare credit applications for approval. The program will focus on successfully identifying and differentiating good loans vs bad loans and minimizing risk and losses. It will further emphasize best practices for preparing a written credit proposal from start to finish. \nThe lenders use the five Cs of the credit system to determine credit worthiness of borrowers. The five Cs of credit are character\,  capacity\, capital\, collateral\, and conditions. To put things in perspective\, the facilitator will use real-life examples.  \nCourse Outline  \nModule 1: Introduction to Risk  \nWhat is the risk? Why do firms manage risk? This module will introduce the different business and financial risks types\, their sources\, and best practice methods for measuring risk.
